The United States Supreme Court upheld the “top-two” primary passed as I-874 by Washington State voters in 2004.
ALL candidates will designate their party preference at the time of filing. Designations may NOT be changed between
the Primary and General Elections. The top two vote-getters in the Primary will advance to the General Election,
regardless of party affiliation. A candidate’s self-designated party preference in no way asserts the party’s backing of
the candidate.

Photo Guidelines
• Photo must be no more than 5 years old.
• Black and white is preferred, but is not required.
• Photo must be of head and shoulders of candidate.
• Photos may be cropped at our discretion to ensure
consistency throughout the pamphlet.
• Hard copy photos must be no smaller than 3x5
inches.

• Emailed statements and photos are preferred. They
must be sent to pamphlet@co.thurston.wa.us
• Candidates who email statements and/or photos will
receive a confirmation email. It is the responsibility
of the candidate to ensure his or her statement
and photo have been received by our office.
• Statement and photo issues will be discussed with the
candidate only.
