Terms Of The role of the Advisory Panel is to advise Ministers on how best to
Reference achieve the scheme’s aims to drive innovation, improvement and
efficiency across the public sector. The scheme recognises, celebrates
and awards partnerships who can demonstrate that they have
excellent and innovative services, ideas and ways of working that
bring real benefits to citizens. Award holders receive funding to help
the rest of the sector improve.
The Advisory Panel is supported by a secretariat based in the
Improvement Development Agency (IDeA), by other departments with
significant interests in each of the themes and by officials from CLG.
The final selection of successful authorities is made by Ministers
based on advice from the Panel.
Notes The Beacon Scheme has recently been reviewed and refreshed and is
now called the Local Innovation Awards scheme. The Advisory Panel
for the Beacon Scheme is therefore now called the Advisory Panel for
the Local Innovation Awards.

Notes Established April 1997. ARB was classified as Public
Corporation in 2005. The Board consists of fifteen members.
Eight are lay (non-professional) members appointed by the Privy
Council after consultation with the Secretary of State and others
as appropriate, to represent the interests of users of architectural
services and the general public. Seven are registered architects
elected by other registered architects. Members receive
remuneration of £275 per day or part thereof when engaged on
Board business. The table below includes the eight appointed
members.
There is no direct expenditure from CLG. Remuneration and
expenses are funded by the Board, through registration fees.
Total gross expenditure is for ARB's financial year 1 January to
31 December 2008. *ARB is not eligible for review by the
Ombudsman, see section 4(4) of the Parliamentary
Commissioner Act 1967.

Their remit covers around 11,000 bodies in England, which

each year. Their work covers local government, health, housing,
community safety and fire and rescue services.
Notes Established 1983 as an independent watchdog, they provide
important information on the quality of public services. As a
driving force for improvement in those services, they provide
practical recommendations and spread best practice. As an
independent auditor, they ensure that public services are good
value for money and that public money is properly spent.

Terms Of The London Thames Gateway Development Corporation was
Reference established on 26 June 2004. Its statutory objective is to secure
the regeneration of its area through bringing land and buildings
into effective use, encouraging the development of existing and
new industry and commerce, creating an attractive environment;
and ensuring the housing and social facilities are available to
encourage people to live and work in its area. The LTGDC is
the planning authority for relevant applications under the
provision of s.149 of the Local Government, Planning & Land Act
1980.
Notes The Chairman Bob Lane was appointed to LTGDC on 1/11/08.
His remuneration is £47,938.
The remuneration of the Chief Executive for 08/09 comprises;
base salary of £132,651 plus employer’s pension contributions
of £16,581 and estimated bonus of £10,500.
The total gross expenditure shown below excludes amounts that
are capitalised onto the balance sheet i.e. amounts spent on
land purchased for regeneration purposes £20,281,000 and

Terms Of The National Community Forum consists of 18 individuals plus a
Reference Chair from some of England's most deprived communities.
Members have first hand experience of the local impact of
policies aimed at tackling deprivation and promoting community
empowerment and engagement. All of the NCF members are
active within their communities and are able to reflect back their
experiences and ideas to both civil servants and Ministers.
Notes Established January 2002. In April 2009, we contracted the
Community Development Foundation (CDF) to handle the
associated administration functions. An evaluation of NCF was
undertaken in 2009 and the final report was provided in August
2009. Ministers decided that the department should cease
sponsorship of NCF. We have given notice to NCF members
that their membership will end in January 2010 and are currently
working with NCF and CDF to ensure all business is completed
by that date.

Terms Of Rent Assessment Panels were created in 1965 and their
Reference composition and operating structure is set out in Schedule 10 to
the Rent Act 1977. Over time functions have been added as
legislation has been enacted.
Notes The RPTS was established June 2002 and is the umbrella
organisation for the five regional Rent Assessment Panels which
serve the private rented and leasehold housing market in
England and provide an accessible, efficient and relatively
informal tribunal service enabling disputes between parties to be
settled simply and quickly. Between 150 and 165 appointments
are made solely by the Ministry of Justice. Whilst appointments
are made in the name of various Ministers, Ministers play no
practical role in the appointments process, which is delegated to

The Residential Property Tribunal Service RPTS) is the umbrella organisation
for the five Rent Assessment Panels (RAPs) which provide tribunal services
covering the private rented and leasehold housing market in England. The
head of each Panel is a President, supported by one or more Vice Presidents
who work part time and are salaried. They and individual (fee-paid) tribunal
members are appointed by CLGs Secretary of State, though in practice this is
delegated to officials. Those authorised to chair committees and tribunals are
appointed by the Lord Chancellor, following recommendations by the Judicial
Appointments Commission (JAC). The JAC is an independent commission
(executive NDPB) that recommends candidates for judicial office in the courts
and tribunals of England and Wales and for some tribunals whose jurisdiction
extends to Scotland or Northern Ireland.

local standards framework, monitoring the performance of local
