Important Notes on Educational Statistics :
 The Education Department, Ministry of Human Resource Development, New Delhi is compiling
the data on Educational Institute. It has two components viz- School Education and Higher
Education. The programmes offered after HSC ( minimum 9 months duration) and SSC (
minimum 3 years duration) are covered in the Higher Education. Hence the Institutes
approved by competent authority in Maharashtra are supposed to submit the information to
the concern department of the Maharashtra State. The 30 September is taken as reference
date for compiling the data. Hence the institutes are supposed to submit the data as on 30
September of the concerned academic year.
 The data is pertaining to the gender wise total enrolment, gender wise SC/ST enrolment and
the teaching staff. The information of the Physically Handicap candidates.
 The state government has to compile the data of all the institutes in the state and compile
and submit to HHRD, New Delhi. The data is widely used by national and international level
agencies.
 The Directorate of Technical Education is responsible for the compilation of the institutes
offering Technical Education at 10 + 3 Diploma Education and Degree and Post Graduate
programmes. Hence all the Institutes offering AICTE approved courses are to be covered by
the directorate.
 The State Government gives approval to the institute to run diploma, advance diploma, post
graduate diploma and certificate courses. The institutes are affiliated to Maharashtra State
Board of Technical Education, Mumbai. Hence all the institutes affiliated to MSBTE should
furnish the data.
 The institute under the of directorate of technical education has been given the code and
password. The institutes are supposed to update the data of their institute through login and
submit to the concerned regional office of technical education.
 The institute not under the directorate is supposed to submit the data in the format to the
regional office of technical education and directorate.
 The definitions used while compiling the data are given on

 The HDRD, New Delhi shall compile the data IIT, NIT and Open University – IGNOU. Hence
DTE shall not collect the data of these institutes. However, the Distance Education
Programmes of Autonomous Institutes and Universities shall be collected by DTE.

CONCEPTS AND DEFINITIONS
Scope of the This format is meant to collect data in respect of Higher Education covering all institutions of higher,

1 Reference Date All data should be given as on 30.9.2007 as referance date.
2 Enrolment Number of students enrolled.
3 Universities A University as defined in Section 2 (f) of the UGC Act which is rendered below:
Section 2(f) of UGC Act: Univeristy means a univerity established or incorporated by or under a Central Act, a Provincial Act or a State Act, and
includes any such institution as may, in consultation with the university concerned, be recognised by the Commission in accordance with the
regulations made in this behalf under this Act.
4 Deemed to be Universities Institutions which have been declared as deemed to be universities under Section 3 of the UGC Act which states that any institution for higher
education other than a university, shall be deemded to be a university for the purpose of this Act, and on such a declaration being made, all the
provisions of this Act shall apply to such institutions as if it were a university within a meaning of clause (f) of Section 2.
5 Institutions of National Institutions of National importance are those which have been declared as such through an Act of Parliament.

6 Research Institutions Research Institutions recognized as centers of research which provide facilities in research courses culminating in the award
of recognized degree/diploma/certificate. Institutions having both teaching and research facilities will be termed as teaching
institutions (i.e. colleges) against the appropriate side-heads. Laboratories, research centers and government departments
doing departmental research only and not leading to the award of a degree/diploma/certificate should be excluded.
7 Colleges Institutions of degree standard & above imparting instruction to a course leading to a degree or an equivalent diploma.
8 Government Means Central and State Governments Organisations established and/ or wholly funded by them (I.e. KVS, NVS, Board of Secondary Education and C

THE PANCHAYATS: Article 243 (d ): “Panchayat” means an institution (by whatever name called) of self- government constituted under
article 243B, for the rural areas;
Article 243B: Constitution of Panchayats .—(1) There shall be constituted in every State, Panchayats at the village, intermediate and
district levels in accordance with the provisions of this Part.
(2) Notwithstanding anything in clause (1), Panchayats at the intermediate level may not be constituted in a State having a population not
exceeding twenty lakhs.
THE MUNICIPALITIES: Article 243(P)(e ) : “Municipality” means an institution of self-government constituted under article 243Q;
Article 243Q. Constitution of Municipalities.— (1) There shall be constituted in every State,—
(a ) a Nagar Panchayat (by whatever name called) for a transitional area, that is to say, an area in transition from a rural area to an urban area;
(b ) a Municipal Council for a smaller urban area; and
(c ) a Municipal Corporation for a larger urban area,
in accordance with the provision of this Act
10 Private Aided: Private Aided: Institutions/schools managed by an individual, trust, society, or other private organisation and receiving regular maintenance grants
from Central/State Governments or local body.
11 Private Unaided: Private Unaided: Institutions/schools managed by an individual, trust, society or other private organisation and not receiving regular maintenance
grants from Government (Central/State), or local body . An institution which is in receipt of an ad-hoc gr
12 Institutions for Girls/ Women Means an institution which enrols only female students.
13 Enrolment by type of Means the total number of students studying in an educational institution as a whole irrespective of other different levels of courses being taught in

1. Blindness : "Blindness" refers to a condition where a person suffers from any of the following conditions, namely:-
(i) Total absence of sight. or
(ii) Visual acuity not exceeding 6160 or 201200 (snellen) in the better eye with correcting lenses; or
(iii) Limitation of the field of vision subtending an angle of 20 degree or worse;
2. Low vision: "Person with low vision" means a person with impairment of visual functioning even after treatment or standard refractive correction
but who uses or is potentially capable of using vision for the planning or execution of a task with approp

5. Mental retardation;"Mental retardation" means a condition of arrested or incomplete development of mind of a person which is specially
characterized by sub normality of intelligence;
6. Mental illness;"Mental illness" means any mental disorder other than mental retardation;
E. Others: includes:
(a) . "Leprosy cured person" , i.e., any person who has been cured of leprosy but is suffering from-
(i) Loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no manifest deformity;
(ii) Manifest deformity and paresis; but having sufficient mobility in their hands and feet to enable them to engage in normal economic activity;
(iii) Extreme physical deformity as well as advanced age which prevents him from undertaking any gainful occupation, and the expression "leprosy
cured" shall be construed accordingly;
(b) Students suffering from two or more of the above disabilities.
